About IFES’ Iraq Program
Since 2003, IFES has provided technical electoral assistance to Iraqi authorities and civil society stakeholders. IFES has provided advice to these stakeholders on incorporating electoral processes into Iraq’s post-conflict transition and establishing a legal and institutional framework for elections, including the creation of an independent election body.
The overall objective of IFES’s current electoral assistance program is to support the Independent High Elections Commission (IHEC) in planning and conducting credible elections and ensuring integrity of the electoral process. IFES Iraq Provincial Election Activity (IPEA) project provides technical and operational assistance to the IHEC.

Position Summary
IFES seeks a Strategic Planning Consultantwho will work, under the guidance of IFES Country Director, with the IFES Iraq team and the IHEC on development of the IHEC strategic plan. Specific tasks and responsibilities include, but are not limited to:
Work with the Country Director to plan and implement comprehensive approach to address strategic planning as a core competency for the IHEC;
Provide technical assistance to the IHEC, through advice and assistance to the relevant IHEC divisions in the strategic planning process;
Design and conduct a strategic planning workshop for members of the Board of Commissioners (BoC), senior IHEC staff members, and heads of the IHEC Governorate Electoral Offices;
Guide the IHEC in conducting a comprehensive strengths, weaknesses, opportunities and threats (SWOT) analysis, and in developing consensus around key strategic issues that must be addressed to strengthen the IHEC’s management of the electoral process;
Develop the guidelines for establishing a Strategic Planning Committee and a Core Team;
Work with the Strategic Planning Committee and the Core Team to develop a Strategic Planning Master Plan – the document which will delineate the strategic planning process, including timelines and deliverables;
Work with the Strategic Planning Committee to review lessons learned reports, other internal assessments, election observer reports, previous technical assessments conducted by IFES, minutes of internal meetings, internal audit reports and previous planning documents of the IHEC to conduct the internal assessments and to determine needs, priorities and ideas for the future IHEC work;
Assist in drafting the IHEC’s Mission, Vision and Guiding Principles
Assist in drafting the IHEC’s strategic plan, with measurable outputs and timelines identified, and with responsibilities assigned to specific IHEC department
Qualifications
Bachelor’s degree required; Master’s Degree in Political Science, Public Administration or related field desirable;
Minimum of 7 years experience in strategic planning, preferably for elections and election commissions;
Demonstrated strategic planning and implementation experience;
Demonstrated track record of working effectively with and advising senior leaders and managers in large organizations and influencing their approach to strategic planning;
Demonstrated experience in monitoring and evaluation;
Experience developing training materials, organizing and leading trainings, and providing daily mentoring;
Experience in the field of democracy, governance or civil society program implementation in developing, post-conflict, and/or conflict zones;
Professional, collaborative management approach with the ability to work as a member of a team;
Fluency in English (oral and written) required; Arabic language skills highly desirable; and
Familiarity with political, economic, and social issues in Iraq and the region and ability to work in a post conflict environment.
