For more information, please visit our website at www.msiworldwide.com.Proposal SummaryFor the Iraq Governance and Public Services opportunity, USAID seeks to support select GOI entities to improve service delivery performance through use of technology and process standardization while increasing the availability of and access to information, particularly related to public services. USAID also seeks to foster improved and inclusive relationships and engagement between those same GOI entities and the communities they serve. The goal is more equitable, efficient, and sustainable public services as well as improved government responsiveness to citizens’ needs and demands, contributing to more accountable, transparent, and inclusive governance. The project is expected to begin June 2023.Position SummaryMSI is seeking applications from highly qualified Chief of Party (COP) candidates with expertise in decentralization, service delivery, and government accountability. The COP will be responsible for providing overall leadership management of the entire program, as well as administrative, financial and technical oversight. S/he will be responsible for ensuring the completion of all tasks and objectives designated by USAID. Note: This position is contingent upon award.Responsibilities
- Oversee all technical and managerial components of the project, including the management of local staff.
- Coordinate with other international donor-funded activities
- Serve as principal contact with USAID, the government of Iraq, counterparts and non-governmental stakeholders on program communications and technical implementation activities.
- Ensure complementarity with and enhancement of the rest of the USAID/Iraq portfolio.
- Responsibility for final delivery of all project results to USAID on time and on budget.
Qualifications
- Master’s degree in public administration, international relations, law, political relations, or a similar social science.
- 8-10 years of experience leading the implementation and management of large international development projects; experience leading decentralization or local governance programs preferred.
- Experience in Iraq, the Middle East and post conflict environments preferred.
- Experience monitoring, evaluating, and documenting local government strengthening, reform or support projects preferred.
- Institutional strengthening and capacity building experience related to conflict analysis, prevention, management, and mitigation.
- Familiarity with USAID rules and regulations (ADS, FAR).
- Demonstrated work with international donors, such as UN forces, etc. in conflict areas.
- Strong leadership and communication skills and ability to manage and be flexible in difficult and challenging circumstances; prior COP experience required.
- Track record of providing deliverables on time and within budget.
- English fluency required, Arabic highly desirable though not required.
